ACI / eManifest
Advance Commercial Information: the electronic cargo and conveyance data carriers and forwarders send to CBSA before goods arrive. →
Arrival notice
The carrier’s or forwarder’s notice that cargo is about to arrive — vessel ETA, charges, and what’s needed for release.
Bill of lading (B/L)
The carrier’s receipt for the goods and the contract of carriage. The original, or a telex release, is needed before cargo is released.
Business Number (BN) & RM account
The CRA business number with an import-export (RM) program account — required to import commercially into Canada. →
CAD
Commercial Accounting Declaration: the CARM-era declaration that accounts for imported goods and the duties and taxes owed (it replaced the B3). →
CARM
CBSA Assessment and Revenue Management — CBSA’s accounting and payment system and client portal for importers. →
CFS
Container freight station: a warehouse where shared (LCL) cargo is consolidated or deconsolidated, and where containers can be transloaded.
Chassis
The wheeled frame a truck uses to haul a container on the road.
CUSMA
Canada–United States–Mexico Agreement. Goods that qualify, with proof of origin, can enter at reduced or zero duty. →
Customs broker
A CBSA-licensed business that clears goods and accounts for duties and taxes on an importer’s behalf. →
Demurrage
A charge for leaving a full container at the terminal past its free time. →
Detention (per diem)
A charge for keeping the carrier’s container outside the terminal past its free time, until the empty is returned. →
Drayage
Short-haul trucking of containers between terminals, rail ramps and customer facilities. →
FCL / LCL
Full container load (one shipper’s container) versus less than container load (a shared container, charged by volume). →
HS code / tariff classification
The Harmonized System code that classifies goods. Canada’s 10-digit classification sets the duty rate and flags permits and trade remedies. →
Incoterms
The ICC rules that set who pays for and bears the risk of each leg — for example FOB, CIF, EXW and DDP. →
Intermodal
Moving a container by more than one mode — usually ship, then rail, then truck — without handling the cargo inside. →
Last free day (LFD)
The last day a container can stay at the terminal before demurrage starts. →
PARS / PAPS
Pre-arrival release programs for trucks: PARS for CBSA entering Canada, PAPS for U.S. Customs entering the United States. →
PGA
Participating government agencies — such as CFIA, Health Canada and Transport Canada — that can require permits or certificates for certain goods. →
RPP
Release Prior to Payment: goods are released before duties and taxes are paid. Under CARM, using it requires financial security posted with CBSA. →
SIMA
Special Import Measures Act — anti-dumping and countervailing duties on specific goods from specific countries. →
Telex release
The shipper surrenders the original bill of lading at origin, so the cargo can be released at destination without paper originals.
TEU
Twenty-foot equivalent unit: a 20-foot container is 1 TEU, a 40-foot is 2 TEU. →
Transloading
Moving cargo from an ocean container into a domestic trailer or container, usually at the gateway, for the trip inland. →
